I don’t know how they did it but whoever painted the walls when this house was first built managed to put a layer of paint on the walls that adhered to nothing. Having learnt from bitter experience that decorating on top of badly painted walls is a nightmare waiting to happen I now sand, fill, smooth and seal (with Zinsser Guard or Peel Stop) and then to make sure I have as good a substrate as possible for painting or wallpaper, I use Wallrock fibreliner as the final prep. Not only does it hide flaked paint but also my plastering ineptitude. I have used original and smooth, both are great. Take care and a bit of time and good external corners are possible. Window reveals are possible without too much swearing and even behind radiators with a bit more swearing. If I decorate, I use wallrock.
